NParks announces award of the tender for Jurong Lake Gardens Central and East design consultancy

24 October 2016 — The National Parks Board (NParks) today announced that the team comprising Liu & Wo Architects Pte Ltd, Landscape Design Inc. and SALD Pte Ltd has been awarded the tender for design consultancy services for the Jurong Lake Gardens (JLG) Central and East.
The 90-hectare JLG, Singapore’s new national gardens in the heartlands, will comprise JLG West (renamed from Jurong Lake Park); JLG Central (consisting of the Chinese and Japanese Gardens); and JLG East (consisting of a promenade fronting the new Science Centre and along the northern and eastern shore of Jurong Lake). JLG is envisioned to be a people’s garden, where spaces will be sensitively landscaped and created for families and the community to come together.
Roving exhibitions to gather public feedback
NParks will showcase the awarded masterplan and concept designs for JLG Central and East at upcoming engagement sessions where the public will be invited to share their feedback.
The public engagement sessions are scheduled as follows:
- 26 November to 4 December 2016: Exhibition at Canopy @ J Link, Jurong East, 11am to 9pm
- 5 to 11 December 2016: Exhibition at Lakeside MRT Station, MRT station opening hours (5am to 12.45am)
- December 2016 to February 2017: Townhall sessions
NParks will consider the suggestions received from the public engagement sessions and work with the appointed team to further refine the overall masterplan and concept design for JLG Central and East. This will include integrating the existing concept design for JLG West and its surroundings. The development of JLG Central and JLG East will be progressively completed from 2020 onwards.
Rigorous evaluation process
The tender for the consultancy services comprised a two-stage selection process. In the first stage of the tender, NParks called for an Expression of Interest from 7 March 2016 to 4 May 2016, inviting consultants to undertake the design consultancy project. Out of 31 submissions, six teams were shortlisted on 22 June 2016 to participate in the second stage of the tender. The teams were shortlisted based on their track record, and the qualification and relevant experience of their principals. They were also evaluated based on their understanding of the project requirements and analysis of the site.
In the second stage of the tender, the shortlisted teams presented their proposed concept design for JLG Central and East, and ideas to integrate these Gardens with the existing concept design of JLG West and its surroundings. The teams were evaluated based on the quality of their proposed masterplan and concept design. Key factors for consideration include proposals for the overall concept of JLG; integration between the gardens and its surroundings; programmes and attractions for the gardens; preserving memories of the site; and value management. The successful team was selected through a rigorous evaluation process by a panel comprising local and overseas members with the relevant experience and expertise in masterplanning, landscape and design.
