Under the Housing and Development (Animals) Rules 2024, HDB only allows up to two cats and only one dog of an approved small breed to be kept in each residential unit. You can face a fine of up to S$4,000 if you fail to comply with HDB's Rules.
Project ADORE
Are you looking to adopt or to keep a mid-sized dog? Project ADORE (Project on ADOption and REhoming of dogs) aims to rehome mid-sized local mixed-breed dogs in HDB flats, thereby reducing the number of strays on the street. Project ADORE is led by the Animal & Veterinary Service (AVS) and is supported by the HDB, in partnership with Animal Welfare Group (AWG) partners.Through Project ADORE, you will be allowed to own a local mixed-breed dog, also known as Singapore Special, up to 55cm in height in HDB flats. Only one dog is allowed in each residential unit.
Adoption process
- ADORE AWG partners will screen the adopters and assess the dogs’ temperaments to determine suitability.
- The adopters will be required to comply with the ownership and licensing conditions and the Code of Responsible Behaviour.
- The adopters must also complete a mandatory obedience training programme with their dogs, by an AVS-Accredited Certified Dog Trainer or an ADORE dog trainer.
- The ADORE AWG partners will provide post-adoption support should any issues arise after the adoption.

ADORE K-9 Scheme
Do you wish to provide a fur-ever home to retired K-9 dogs? Under the Project ADORE K-9 Scheme, HDB residents can adopt a retired K-9 sniffer dog. Only one dog is allowed in each residential unit.
The four allowable sniffer dog breeds are:
- Labrador
- English Springer
- Cocker Spaniel
- Pointer
Adoption process
The same adoption process in place for Project ADORE applies to the ADORE K-9 Scheme:
- K-9 Units will screen the adopters to determine suitability.
- The adopters will be required to comply with the ownership and licensing conditions and the Code of Responsible Behaviour.
- Members of the public who are adopting must also complete a mandatory obedience training programme with their dogs, by an AVS-Accredited Certified Dog Trainer or an ADORE dog trainer. K-9 dog handlers who are adopting the dog that they were paired with are exempted from the training.
- The K-9 Units will provide post-adoption support should any issues arise after the adoption.
